Capture Rochester was a website created by the Democrat & Chronicle newspaper, where Rochesterians could submit their photos to be included in a coffee table book. The book cost anywhere from $24.95 to $39.95, depending on when you bought it. There was also a DVD that included photos from everyone who contributes. People could submit photos and vote on others' photos through the end of August 2008.
After that, they put the data through a "complicated algorithm" to narrow the list of finalists, then their editors chose from that list.
