If you're moving to Rochester from out of state, New York requires you to transfer your driver's license and vehicle registration within 30 days of establishing residency. The Monroe County Clerk's Office operates DMV services at multiple locations.

You'll need: your out-of-state license, proof of identity (passport or birth certificate), proof of NY residency (utility bill, lease, bank statement), your Social Security card, and proof of insurance from a NY-approved carrier. If you're registering a vehicle, you'll also need the out-of-state title and a completed vehicle inspection from a NY-licensed station.

Pro tip: Make an appointment online if possible. Walk-in waits can be long, especially at the downtown office. The suburban satellite offices (Greece, Henrietta) sometimes have shorter lines.
